Atal Dulloo visits Gandhi Nagar COVID19 Hospital

Hospital to be upgraded to Level 3 with tertiary care facilities
JAMMU, APRIL 10: Financial Commissioner (FC), Health and Medical Education Department, Atal Dulloo Friday visited the Government Gandhi Nagar Hospital and inspected the isolation facilities established in the newly set-up block to deal with the corona pandemic.

During his visit to the hospital, the FC directed the authorities to follow all health care guidelines that are being issued from time to time. He said that the department will upgrade the Gandhi Nagar Hospital to a Level 3 hospital and will be equipped with all the tertiary care facilities to handle the COVID-19 effectively.

The FC during a recent meeting had directed the health officers to upgrade Level 2 hospitals to Level 3 and Level 1 to Level 2 hospitals so as to lower the burden on the tertiary care health institutions.

In its efforts to tackle the corona pandemic effectively, the government had converted Gandhi Nagar Hospital into COVID-19 exclusive hospital with designation of Level-2 hospital.

The FC reviewed the steps taken by the COVID hospital for handling corona pandemic in terms of isolation facilities, fostering social distance, preventing intermingling of patients and advised the concerned officials to maintain hygiene and cleanliness in the hospital.

The FC was informed by the Medical Superintendent L D Bhagat that the 200 bedded new block of the hospital is ready to handle the COVID-19 patients. He informed that all the protocols are being followed and every effort is being made to provide proper care to the patients.

Atal Dulloo appreciated the efforts of the doctors, nurses, paramedical staff and other departments for making the hospital ready in a short period of time. He said that these are tough times but the dedication and hard work of the frontline health workers of the hospital is laudable.

The FC was accompanied by Director (Coordination) New Medical Colleges, Dr Yashpal Sharma; Chief Engineer R&B; Chief Engineer Mechanical and other officers of the health department.

Scope of CPEC to be enhanced in 2nd phase: Pak official

The China-Pakistan Economic Corridor (CPEC) is at the cusp of launching its second phase to add more sectors like agriculture and tourism, a senior Pakistani official has said, rejecting reports that the multi-billion dollar project is slowing down due to the coronavirus outbreak.

China has committed to invest over USD 60 billion in Pakistan as part of the CPEC under which it planned to build a number of special economic zones.

Asim Saleem Bajwa, chairman CPEC Authority, in a tweet on Wednesday rejected reports about the adverse impact of the coronavirus on CPEC projects.

“Rumours about the CPEC slowing down totally baseless. Misdirected propaganda articles keep appearing,” said Bajwa, who is a former army lieutenant general.

He said that in fact the second phase of the CPEC being launched to add more sectors which would be developed in Pakistan.

“Reality;#CPEC making steady progress & is at the cusp of launching phase 2 with enhanced scope, involving Chinese and Pakistani private sectors,” he said.

Bajwa further said that agriculture and food security, science and technology and tourism would be additional focus areas in the second phase of the project.

Planning Minister Asad Umar also said on February 26 said that new projects would be added in the second phase.

The CPEC was launched in 2015 when Chinese President Xi Jinping visited Pakistan and so far it focused on energy and infrastructure projects.

The CPEC connecting China”s Xinjiang with Pakistan”s Gwadar port is regarded as the flagship project of the multi-billion dollar Belt and Road Initiative (BRI) which is aimed at furthering China”s global influence with infrastructure projects funded by Chinese investments all over the world.

It is ”fidayeen” attack by Jamaatis: Shia Board chief

Waseem Rizvi, the Chairman of the Uttar Pradesh Central Shia Waqf Board, has said that the Tablighi Jamaat had planned a ”fidayeen” attack on India by spreading the deadly coronavirus.
In a statement, Rizvi said that the Jamaatis had planned to kill over one lakh persons by spreading the virus.
“This was designed to disturb the Modi government and was actually a conspiracy against the Prime Minister,” he said.
Rizvi further said that the Jamaatis were now misbehaving with the medical staff and attacking them in order to demoralise the medical fraternity so that they stop treating the corona patients.
He further said that this was a conspiracy against the nation and stern punishment must be ensured for the accused.

Some players you don’’t mess with, Kohli one of them: Latif

Former Pakistan captain Rashid Latif said in a Youtube video that opposition would be better off if they don’’t engage with Indian captain Virat Kohli in a verbal duel. Latif recalled India’’s series in Australia in 2014, which was when Kohli took over the Test captaincy from M.S. Dhoni after the latter retired from the longest format of the game before the fourth and final Test of the series in Adelaide.

India lost the match but came close to chasing their second innings target of 364 thanks to Kohli’’s 141. In the first innings, he scored 115. The Australians, particularly fast bowler Mitchell Johnson was sledging Kohli throughout the series and the Indian captain ended up taking Johnson to the cleaners.

“In 2014 series, when Dhoni retired after two Tests. Then there was one Test, in which Virat Kolhi scored two tons in each innings. In that match, Mitchell Johnson stepped up to Kohli, and dono ke beech theek thaak gaaliyaa chal ri tha. Watch that clip, and you will see Kohli’’s reaction was not defensive,” said Latif.

“There are some players you don’’t mess with. We had Javed (Miandad) bhai, Viv Richards, Sunil Gavaskar. Today, Virat Kohli is one such player.”

Latif then gave the example of India’’s recent T20I series against the West Indies. Kohli was irked by fast bowler Kesrick Williams’’ notebook celebration, which the latter had used on him in a 2017 T20I in Jamaica.

India needed a whopping 208 runs to win and ended up chasing it down with eight balls in hand thanks to Kohli’’s 94 off 50 balls. He imitated Williams’’ notebook celebration at one point after hitting a six off the fast bowler.

“Recently, in a T20I match against West Indies, a left-arm pacer (actually, it was a right-arm pacer Kesrick Williams) said some words to him. Even though, Kohli does not score too many runs in T20Is, but he went on to play a great innings in that match. There are certain players you don’’t mess with during a match,” Latif said.

India doesn’t need money, can’t have cricket right now: Kapil on Akhtar’s proposal

The legendary Kapil Dev on Thursday slammed Shoaib Akhtar’s idea of a made-for-television three-match ODI series between India and Pakistan to raise funds for the COVID-19 pandemic, saying “India doesn’t need the money” and it is not worth risking lives for a cricket match.

Speaking to PTI, Akhtar on Wednesday proposed a closed-door series to jointly raise funds to fight the deadly virus both in India and Pakistan. Dev said the proposal is not feasible.

“He is entitled to his opinion but we don’t need to raise the money. We have enough. For us, what is important right now is that how our authorities work together to deal with this crisis. I am still seeing a lot of blame game on television from the politicians and that needs to stop,” Dev told PTI.
“Anyway, the BCCI has donated a hefty amount (Rs 51 crore) for the cause and is in a position to donate much more if the need arises. It doesn’t need to raise funds.

“The situation is unlikely to get normal anytime soon and organising a cricket game means putting our cricketers at risk which we don’t need to,” said the World Cup-winning former captain.

Dev said cricket should not even matter for at least the next six months.

“It is just not worth the risk. And how much money can you make from three games? In my view, you can’t even think of cricket for the next five to six months,” he said. Dev said the focus, at the moment, should only be on saving lives and taking care of the poor who are struggling to make ends meet in a lockdown situation.

“Cricket will resume when things get normal. The game can’t be bigger than the country. The pressing issue is to look after the poor, the hospital workers, the police and all other people who are on the frontline of this war,” said the 61-year-old.

Indo-Pak armies exchange fire along LoC in Rajouri

Rajouri, Apr 08 (KNO): The armies of India and Pakistan on Wednesday evening exchanged gunfire along Line of Control in Tarkundi area of Rajouri.

According to wire service—Kashmir News Observer (KNO), sources informed that on Wednesday evening at about 9 PM, ceasefire started in Tarkundi, Rajdhani forward, Beryani Gali, Kanga Gali and other forward villages and areas of Line of Control with Tarkundi area got most affected.

“Both small arms as well as heavy arms including mortar are in use and the forward areas is affected with civilian population areas is also under fire,” they further said.

1,036 Indian citizens evacuated in three batches from Iran: Army

36 found infected after quarantine period also: Defence spokesman
Srinagar, April 08: Atleast 1,036 Indian citizens post-testing for Covid-19 at Iran were evacuated in five batches to India and among them 36 are infected after completing the mandatory quarantine period.
As per the Defence Ministry spokesman told JKNS upon their arrival, they were quarantined for 14 days as per Indian Council of Medical Research guidelines (ICMR) at Army Wellness Facility Centres at Jaisalmer and Jodhpur.
“The quarantine period of batch one and three have been extended by another 14 days, as per IMCR guidelines,” the spokesman said.
Col Sombit Ghosh, PRO at Rajasthan told JKNS that on completion of the quarantine period, the evacuees were tested in India at AlIMS, Jodhpur, wherein out of the 236 evacuees of the first batch, 15 asymptomatic persons tested positive from March 28 onwards. They were shifted to AlIMS, Jodhpur,” he said.
Sombit also said the second batch of 53 students tested negative and efforts are underway to ensure their earliest return home. In the third batch of 195 evacuees, only two persons have tested positive to date, ”he said.

While at Jodhpur facility, he said 19 positive cases have been reported out of the 552 evacuees, who have been isolated at AIIMS and MDM hospitals in Jodhpur.

“The remaining persons are undergoing quarantine at the Army facility. As a consequence of the Army’s diligent and systematic efforts, the asymptomatic evacuees who tested positive have been prevented from becoming vehicles of contamination to other parts of the nation,” Spokesman said.

As per ICMR directives, he said the quarantine period of batch one and three have been extended by another 14 days. Even smaller clusters of 25-50 people have been made to further reduce the chances of community spread and ensure their early return home, he said.

While replying to question, why Kashmiri students were not allowed to return home after completion of their quarantine period, Sombit said among the 5 groups that were evacuated from Iran, 36 have been found positive. (JKNS)

Labour Deptt. counselling workers, migrants to mitigate lockdown stress

No one in J&K will go without ration, drinking water: Labour Commissioner
SRINAGAR, APRIL 8: The Labour Department, J&K is working on a two-pronged strategy to ensure welfare of workers and migrants stuck in Jammu and Kashmir due to COVID-19 lockdown.

Labour Commissioner, J&K, Abdul Rashid Var said several initiatives are being taken by the administration to ensure good mental health of migrant labourers for which several counselling sessions are being organised.

“The counsellors have visited 142 camps and shelter homes across J&K where they have provided counselling to 5761 floating population of migrant labourers stuck in different parts of J&K,” he said.

Besides, the Labour Commissioner said 143866 Board and Other Construction Workers have been handed out Rs 1000 each amounting to Rs 14.36 crore. “We are leaving no stone unturned in reaching out to these workers who constitute the poor section of the society,” he said.

He said in Anantnag district the disbursement of Rs 1000 was made to 11463 workers, in Budgam to 8263 workers, in Bandipora to 9269, in Baramulla to 17566, in Doda to 4481, in Ganderbal to 5570, in Jammu to 12677, in Kargil to 3084, in Kishtwar to 4320, in Kathua to 3359, in Kulgam to 8479, in Kupwara to 12977, in Leh to 3090, in Poonch to 4529, in Pulwama to 6123, in Rajouri to 2053, in Ramban to 6781, in Reasi to 580, in Samba to 2446, in Shopian to 2433, in Srinagar to 10379, and in Udhampur the amount was disbursed in favor of 3944 workers.

He said the Labour Department has provided ration to 95,511 labourers in Jammu division and 27,491 in Kashmir Division, “The field functionaries have been strictly instructed to ensure no one is left without ration and drinking water,” he said.

To seek any assistance, the department has notified helpline numbers and the labourers have been asked to contact the concerned officers.

The concerned officers have been asked to liaise with the concerned authority for providing assistance and help to these stranded labourers.

In Jammu division, the stranded labourers have been asked to contact Raman Sharma, Labour Officer on 7006382985, Pawan Kumar Bhatti, Labour Officer on 9419805327, Roshan Lal, Labour Officer on 9419211429 and Shivika Sharma, Labour Officer on 7889663050.

The stranded labourers in Kashmir Division have been asked to contact Showkat Shafi, Inspector, on 8899546373, Ansar Ahmad, Inspector on 7006286174 and Mushtaq Ahmad Beigh, Inspector on 9697977487 for any assistance.

So far, 1103 calls involving 25127 labourers were received on these helpline numbers.

Labour Commissioner said the J&K administration is also working tirelessly with different state and UT governments to help the migrant labourers of J&K stranded there.

To ensure their welfare, the government has already notified helpline numbers for Kashmir (Zameer Ahmed, Assistant Labour Commissioner on 9797172356) and Jammu (Sanjay Kumar Bhatt, Labour Officer on 9419424281).

The Labour Commissioner said around 193 calls have been received on these numbers so far involving 31083 migrant workers who raised their issues while seeking adequate arrangements for their stay.

He said the callers were informed about the SOP issued by the respective governments and the concerned state & UT officials were contacted in this regard for timely help.

‘’Neither surgical nor cotton masks effectively filter coronavirus’’

Both surgical and cotton masks were found to be ineffective for preventing the dissemination of SARS-CoV-2 (coronavirus) from the coughs of patients with COVID-19, according to a new study.
The study, published in the journal Annals of Internal Medicine, conducted at two hospitals in Seoul, South Korea, found that when COVID-19 patients coughed into either type of mask, droplets of virus were released to the environment and external mask surface.
During respiratory viral infection, face masks are thought to prevent transmission, leading health care experts to recommend their use during the COVID-19 pandemic.
With a shortage of both N95 and surgical masks, which have been shown to prevent the spread of influenza virus, cotton masks have gained interest as a substitute.
However, it is not known if surgical or cotton masks worn by patients with COVID-19 prevent contamination of the environment.
Researchers from University of Ulsan College of Medicine in South Korea instructed four patients with COVID-19 to cough five times each onto a petri dish while wearing the following sequence of masks: no mask, surgical mask, cotton mask, and again with no mask.
Mask surfaces were swabbed with aseptic Dacron swabs in the following sequence: the outer surface of a surgical mask, the inner surface of a surgical mask, the outer surface of the cotton mask, and the inner surface of the cotton mask.
The researchers found SARS COV-2 on all surfaces.
These findings suggest that recommendations to wear face masks to prevent the spread of COVID-19 may not be effective.
“In conclusion, both surgical and cotton masks seem to be ineffective in preventing the dissemination of SARS–CoV-2 from the coughs of patients with COVID-19 to the environment and external mask surface,” the researchers noted. –IANS

SRINAGAR, APRIL 07: On the directions of Divisional Commissioner Kashmir, Pandurang K Pole, the authorities had setup round the clock COVID-19 related control room, under the supervision of Nodal Officer & Revenue Attorney, Qazi Masood, at Div Com office.

The control room receives hundreds of calls from all over the country regarding COVID-19 related grievances. Proper call inventory is being made and complaints are being forwarded to the concerned departments on real time basis so that caller’s grievance is immediately redressed.

The control room also received calls regarding ration, life saving drugs, inter- district movement passes, Chemotherapy cases and other grievances which have been sent to the concerned departments for timely action.

On daily basis, Control Room also compiles a complete report from ten district control rooms of the valley and submit the same to the concerned quarters for quick redressal.

Twenty employees of concerned departments sit in the control room round the clock, on roaster wise duty chart with dedicated land line, toll free numbers and three wireless sets.

The control room has 24×7 land line numbers which are 01942459750, 01942459760, Mobile number 9906128430 and Toll Free number 18001807155.

For stranded residents of the valley outside UT, Jammu & Kashmir Resident Commission, New Delhi had also established round the clock help line numbers.
