Omar Abdullah to leave for Delhi to INDIA bloc meeting on 131st Amendment Bill implications

Srinagar, April 15,: The INDIA bloc is scheduled to hold a meeting in New Delhi on Wednesday evening to discuss the implications of the proposed Constitution (One Hundred and Thirty-first Amendment) Bill, 2026, which has triggered debate over electoral restructuring and federal balance.
The meeting will be presided over by Mallikarjun Kharge and is expected to bring together key opposition leaders to deliberate on the political and institutional impact of the bill.
Jammu and Kashmir Chief Minister Omar Abdullah said he will attend the meeting, adding that he will leave for Delhi later in the day. He informed reporters that his participation is aimed at discussing the broader implications of the proposed amendment.
The bill, which links women’s reservation in legislatures to a fresh delimitation exercise, also proposes expanding the Lok Sabha and revisiting the existing framework of seat allocation among states. Its provisions have drawn attention for removing the earlier freeze on seat redistribution and shifting key decisions, including the choice of Census for allocation, from the Constitution to the domain of ordinary law.
Opposition parties are expected to examine concerns related to the absence of safeguards on maintaining current state-wise seat proportions, as well as the enhanced role of the Delimitation Commission in determining constituency boundaries and seat distribution.
The meeting is also likely to focus on the broader implications of moving foundational electoral parameters out of constitutional protection, a change that could allow future alterations through simple parliamentary majorities.
The proposed amendment has been presented as a measure to advance women’s representation, but its wider structural provisions have prompted political discussion on potential shifts in representation and institutional balance. [KNT]
