Tarigami Questions Non-Implementation of PM Fasal Bima Yojana in Kashmir

Srinagar, May 28 (KNS): CPI(M) leader and MLA Kulgam, Mohammad Yousuf Tarigami has questioned the non-implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY) in Kashmir, expressing serious concern over the continued exclusion of the region’s farmers from its benefits.

Addressing a press conference in Srinagar following a spate of strong winds and widespread hailstorms across the Valley, according to KNS correspondent Tarigami appealed to the government to assess the status of PMFBY and provide immediate compensation to affected farmers.

He said the recent adverse weather has severely impacted Kashmir’s agricultural sector, particularly apple orchards. “Agriculture is the backbone of Kashmir’s economy. The apple industry, in particular, is a vital lifeline for thousands of households,” he said.

Tarigami pointed out that despite the launch of PMFBY in 2016–17 and the central government offering a 90% subsidy for farmers in Himalayan regions, the scheme has failed to provide adequate protection to farmers in the Valley. “Insurance coverage in Kashmir remains limited due to the initial reluctance of insurance agencies and a lack of consistent government follow-through,” he said.

He added that during the initial rollout of the scheme, only one district in Kashmir was included, while several districts in Jammu were covered. “Since then, no serious effort has been made to expand or properly implement the scheme in Kashmir. Farmers are still uncertain whether crops such as apples, cherries, and walnuts are covered. There is a glaring lack of clarity, oversight, and communication from the Government,” Tarigami stated.

He also criticized the method of damage assessment, which continues to rely on traditional patwaris. “This outdated system often results in inaccurate records and compensation driven by political or bureaucratic influence. Without timely damage assessments and a transparent compensation mechanism, farmers continue to suffer,” he said.

Tarigami appealed to the administration, political parties, civil society, and media to support the farmers’ cause. “Farmers cannot be left to struggle alone. Their future is the region’s future,” he emphasized.

“Only through proactive governance and genuine support can we ensure relief and rebuild trust with those who feed our nation,” he added. (KNS)
