Pulwama, Feb 24,: A newly commissioned drinking water scheme in Ratnipora village of South Kashmir’s Pulwama district has come under intense scrutiny after inhabitants alleged that the project has failed to mitigate the long-standing water crisis despite expenditure of nearly Rs 6 crore.
The filtration-based supply scheme, executed under the Jal Jeevan Mission and reportedly funded through NABARD support, was projected to replace ageing pipelines and ensure regulated water distribution across mohallas. However, inhabitants said large sections of the village continue to face dry taps for days, triggering protests on Saturday.
Residents from Chinanward Mohalla stated that even households located close to the filtration unit are not receiving supply, contradicting official claims of improved distribution. Protesters accused executing agencies of bypassing technical norms and deviating from the sanctioned design.
Multiple structural and mechanical discrepancies have been flagged by individuals familiar with the project. Allegations include reduction in structural elevation between filter beds and upper levels, installation of a lower-capacity air blower in place of the approved specification, and reduction in distribution drains within filter beds, potentially affecting uniform filtration.
Sources further claimed that inlet and outlet alignments were altered from the approved layout, while internal plant configurations such as chemical chamber space and alum mixing provisions were modified. Concerns were also raised over replacement of a full concrete access structure with metallic pathways vulnerable to corrosion.
Teachers at a nearby government school alleged that leakage from the storage infrastructure has resulted in waterlogging within the school premises, adding to safety concerns.
Villagers have demanded a technical audit and independent inquiry into the execution of the project, alleging cost-cutting compromises and irregular implementation. They warned of intensified protests if potable water supply is not restored uniformly across the village. When contacted, the concerned minister Mr Javed Rana assured that he will look into the matter. [KNT]
