NHM staff in J&K on contract, paid as per Govt norms: Minister informs House

Srinagar: The Government on Friday informed the Legislative Assembly that employees engaged under the National Health Mission (NHM) in Jammu and Kashmir are working on a contractual basis and are paid a consolidated honorarium as per approved norms.

Replying to a question tabled by MLA Surinder Kumar, Health and Medical Education Department Minister Sakina Itoo, as per the news agency—Kashmir News Observer (KNO), said that NHM personnel are paid a consolidated honorarium, which varies depending on the year of engagement, with a provision of a 5 percent annual increment as per norms.

She said that, unlike regular government employees, NHM staff are engaged on a contractual basis and their honorarium is funded in the ratio of 90:10 by the Ministry of Health & Family Welfare, Government of India and the UT Government.

She said, NHM employees are covered under a Contributory Welfare Fund, which provides financial assistance in cases of death, disability, and medical exigencies as per prescribed guidelines.

“The fund provides Rs 10 lakh in case of death, Rs 5 lakh for permanent disability, and Rs 2 lakh for temporary disability, subject to assessment by the Medical Board. In addition, medical expense support of up to Rs 3 lakh is admissible for out-of-pocket expenditure incurred during hospitalization in government or empanelled hospitals, where the treatment is not covered under PMJAY-SEHAT,” she said.

She added that NHM employees are governed by the service conditions of the National Health Mission Scheme issued by the Government of India, which shall continue to remain in force unless amended by the Government of India—(KNO)
