Speaker constitutes crucial Business Advisory Committee

5 members from ruling alliance, 3 from opposition

Srinagar: The Speaker of the Jammu & Kashmir Legislative Assembly has formed the crucial Business Advisory Committee (BAC) to determine the time allocation for business in the House. This committee includes experienced lawmakers from all political parties, including the opposition groups.
According to a notification, a copy of which is with news agency—Kashmir News Observer (KNO), the committee consists of five members from the ruling alliance and three from the opposition. The ruling alliance members are Ali Muhammad Sagar (National Conference), Mubarik Gul (National Conference), Ghulam Ahmad Mir (Congress), Muhammad Yosouf Tarigami (CPI-M), and Choudhary Muhammad Akram. The opposition members in the panel are Sunil Sharma (BJP), Sajad Gani Lone (PC), and Mir Muhammad Fayaz (PDP).
The committee, headed by Speaker Abdul Rahim Rather, is responsible for managing the time for discussions in the House and overseeing the routine of the House. According to Rule 318 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly, the committee’s function is to recommend the time allocation for the discussion of various stages of Government Bills and other business, as directed by the Speaker in consultation with the Leader of the House. Rule 319 states that the committee has the power to indicate the different hours at which various stages of the Bill or other business shall be completed.
