J&K Assembly Rules Panel to meet today at 11:30, likely to finalize draft Rules

Jammu: The Business Rules Committee of the Jammu and Kashmir Legislative Assembly is set to meet today at 11:30 AM in Jammu for the fourth time, with expectations to finalize the revised draft rules.

Ranbir Singh Pathania of the BJP, a committee member, told news agency KINS that the meeting is scheduled at 11.30 am in Jammu.

In the last session, members stressed the need for clearer and shorter rules and as per reports the Speaker had agreed to these suggestions.

Sources told KINS that if most of the members agree in the meeting today, the new rules will be adopted and sent to Lieutenant Governor Manoj Sinha for approval. If approved in time, these rules could be implemented before the budget session, starting on March 3.

Sources say the draft aligns with the Jammu and Kashmir Reorganization Act, 2019. It outlines procedures for Question Hour, government and private member bills, Call Attention Notices, and other legislative processes. It also specifies timelines for debates on the Lieutenant Governor’s address and the budget presentation.

Since the abrogation of Article 370 and Jammu and Kashmir’s reorganization into two Union Territories—Jammu and Kashmir, and Ladakh—the Assembly has been using the old state rules. The new rules are necessary to reflect these changes.

The Rules Committee is led by Assembly Speaker Rahim. Other members include Mubarak Gul (ex-Speaker), Saifullah Mir (former Law Minister), Hasnain Masoodi (ex-MP and retired High Court judge)—all from the National Conference. BJP members Ranbir Singh Pathania and Pawan Kumar Gupta, along with M.Y. Tarigami (CPM), Nizam-ud-Din Bhat (Congress), and Muzaffar Iqbal Khan (Independent MLA from Thannamandi) are also part of the committee. All members, except the two from BJP, are associated with the National Conference alliance.(KINS)
