B2V4 Programme Across J&K

Ganderbal, Oct 31: As part of Government’s ambitious initiative to listen the issues of people at their doorsteps through Back to Village Programme Phase 4 (B2V4), Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar today took an extensive tour of Kangan sub-division of Ganderbal district and participated in ongoing activities under B2V4 held at Panchayat Ghar Wussan-B Kangan.

During the visit to Panchayat Ghar Wussan, Advisor Bhatnagar had detailed interaction with Panchayat representatives and general public of the area. He took note of issues concerning development and welfare of their respective areas and asked the people to have maximum participation in B2V4 programme as it has been initiated for their welfare.

The Advisor also interacted with the visiting officer and officials of line departments and obtained feedback regarding various ongoing development works being executed under different flagship schemes in the Sub-division.

Speaking on the occasion, Advisor Bhatnagar highlighted the objectives of the programme and said that the programme is a milestone in achieving rural development and 100% saturation of social welfare schemes adding that the Union Government and UT Government is committed to develop J&K as one of the most developed regions in the country. He added that various developmental initiatives have been taken already and the cooperation of common masses is must for ensuring peace and development in whole J&K.

While replying the issues raised by the locals, Advisor Bhatnagar remarked that the LG led administration is committed to further empower the PRIs so that the overall development of rural areas is ensured as they are well aware about the issues being faced by the people. He also gave necessary direction to the concerned departments for redressal of genuine issues raised by general public.

The Advisor on the occasion also distributed land passbooks, RBA certificates, income certificates, pension passbooks, baby kits among the beneficiaries.

Advisor Bhatnagar also administered the RashtriyaEkta Diwas Pledge to all the participants during the proceedings of B2V4 program.

On the occasion, Advisor Bhatnagar also witnessed the theme based cultural programme presented by students of different schools. The main attraction was Mashal-e-Gash literacy campaign, an initiative by district administration Ganderbal for achieving 100% literacy in the district which was highly appreciated by the Advisor.

Meanwhile, the Advisor also inspected the stalls established by different departments and enquired about the facilities and schemes being provided to the general public.

Later, the Advisor also inaugurated indoor sports event at Panchayat Ghar Wussan and outdoor sports event at Wussan sports ground where he also launched plantation drive within the ground under Green J&K initiative.

Advisor Bhatnagar also visited Primary School Payeen Bela Wussan where he interacted with the students and also inspected the facilities and functioning of the school.

Later, the Advisor visited Fruit Plant Nursery at Wussan where he was briefed by the Chief Horticulture Officer about the main activities being carried here like propagation of high quality paper shelled and medium grafted walnut plants, exotic varieties of cherry and apple. It was also informed that area under nursery is 1.55 Ha and 03 semi Hi-tech green houses are established within the nursery.

Later, Advisor Bhatnagar also visited Degree College Kangan where he inspected the progress on under construction building and other infrastructure. He directed the Executive Engineer R&B for timely completion of the building so that it can dedicate to students for use.

The Advisor also directed the officers to prepare a landscape map containing all components like development of ground, pathways, and provisions for face lifting of the college. He also asked them to establish all the convenience facilities for the students in the college.

Deputy Commissioner Ganderbal, Shyambir, CPO, ACD and other district officers accompanied the Advisor.

Pulwama: Continuing its efforts to bring Govt services at the door steps of people under Govt’s ambitious Back to Village-4 programme, the District Administration Pulwama in collaboration with District Industries Centre today organised a mega Job fair at Chersoo, Awantipora.

The ‘Rozgar Mela’ was inaugurated by the Deputy Commissioner (DC) Pulwama, Dr Baseer ul Haq Chowdary in presence of Additional Deputy Commissioners’ of Pulwama, Awantipora and other district officers.

Speaking on the occasion, DC said that the Government is trying its level best to provide best skilling and employment opportunities to the youth through various schemes. He emphasized that educated youth should come forward and take benefits of the schemes and programmes.

He urged stakeholders for full cooperation and to generate awareness about Govt schemes in the larger interest of the unemployed youth of the district.  He added that Pulwama is leading the way towards Youth led development besides the active participation of youth in the decision making process of the government.

Employment Officer, District Employment and Counseling Centre (DE&CC) Pulwama, Junaid Ahmad Malla spoke about the recent initiatives of Mission Youth, J&K in the area of self-employment like MUMKIN, TEJASWINI, Spurring Entrepreneurship, Rise Together-Community Entrepreneurship and SAHAYTA.

He also impressed upon the audience to register on the employment portal of Government of Jammu and Kashmir (www.jakemp.nic.in) developed to bring Job Seekers and Job Providers on a common platform.

Later, the DC inspected various stalls set up by line departments including the Department of Horticulture, Fisheries, Animal Husbandry, Khadi and Village Industries, District Industries Centre, Handloom and Floriculture.

The DC handed over sanction letters to 7 out of 10 job aspirants to establish their own business units.

During the fair, several unemployed educated youth registered themselves with different departments.

PRI members, prominent citizens and a large number of youth participated in the programme.

Shopian: As part of ongoing Phase 4th of Back to Village programme, the Director Jammu and Kashmir Entrepreneurship Development Institute (JKEDI), Ajaz Ahamad Bhat today visited a number of developmental projects in the village of Shadab Karewa at Shopian.

The Director interacted with the Officers, locals and the PRI representatives to take stock of issues and concerns faced by them.

Addressing a large gathering at Government Higher Secondary School, Narapora, he said that the main objective of the programme is to reach out to the people and connect them with the administration for efficient and smooth redressal of their grievances and issues.

Highlighting the need for making youth self-reliant and empowered, he asked the youth to come forward and take benefits of various government schemes and initiatives.

The faculty members of JKEDI also spoke on the occasion. Dr. Naila Khanday, Faculty, JKEDI, gave a general overview of the Institute and enumerated various schemes offered by the government. Imtiyaz Ahad Malla from JKEDI talked about the importance of start-ups and innovation.

On the occasion of Vigilance Awareness Week- 2022, Director JKEDI, officers of District Administration, students and staff of Higher Secondary School took an integrity pledge to eradicate corruption and build a better society.

Director also distributed approval letters to beneficiaries of the Sheep Husbandry Department and certificates of merit among the students of the school. The school students presented a cultural program for the guests and enacted a play under the theme of “Nasha Mukt Bharat”.

Later, Bhat also visited Government High School, Shadab Karewa. Students of the school were proud to have the village’s first IAS officer visiting the school where he was a student. While interacting with the students he assured all possible help to them and promised that they will be taken on exposure visits to JKEDI and other industry related institutions. He also distributed sports kits among them.

Additional District Development Commissioner, Shopian, DDC member, Raja Waheed, Block Development Officer, Keller, Javed Ahmad, Principal, GHS, Narapora , Javed Ahmad Shah, Social Worker and district officers from various government departments were also present on the occasion.

Rajouri: As part of ambitious ‘Back to Village’ programme’s phase IV, Principal Secretary, PWD (R&B), Shailendra Kumar, today inspected various development projects in Patrara panchayat on second day of phase II of the initiative.

During his visit to GDC building Thandapani, Principal Secretary was informed by the Executive Engineer R&B that the estimated cost of the project is Rs 18.58 crore. He was apprised that work on the main building is complete while the allied works are in progress.

Shailendra Kumar also laid foundation stone for Water Supply Scheme Patrara which has been approved at an estimated cost of Rs 5.13 crore under Jal Jeevan Mission.

Executive Engineer Jal Shakti, Nowshera, apprised that the project once completed will benefit around 3600 souls.

The Visiting Officer directed the concerned officers for ensuring time bound completion of developmental works while adhering to quality parameters.

While interacting with the public and PRI members, Principal Secretary underlined the objective of Back to Village program saying that it involves the people and the administration in a joint effort to deliver the mission of equitable development across the rural areas besides mobilizing public opinion on different issues at different levels.

Highlighting the role of PRIs in overall development of their areas, he urged upon them to work in close coordination with the officers to take their areas to new heights of development. He advised them to monitor the quality of the projects and ensure time bound completion.

Reaffirming UT government’s commitment towards fast track development of rural areas, he said that scores of vital developmental projects have been completed and many are in progress.

Later, Principal Secretary inspected a pond at Mawa completed under MGNREGA with a cost of Rs 1.00 lakh.

Among others who accompanied the visiting officer were ADC Sunderbani, Vinod Kumar Behnal; ACD, Vijay Kumar; Executive Engineer Jal Shakti Nowshera, Bashir Mohammad; Executive Engineer, PWD Nowshera, Vikram Singh and other officers.

Samba: Director General, Jammu and Kashmir Institute of Management, Public Administration and Rural Development (IMPARD), Bipul Pathak, today visited Badhori panchayat, Bari Brahmana as part of ongoing ambitious ‘Back to Village’ phase IV programme.

Pathak had exhaustive interaction with the locals and representatives of PRIs regarding the issues concerning development and welfare of their respective areas.

DDC member, Suriya Begum, Block Development Council Chairman, Bari Brahmana, Rajni Devi, Sarpanch Shehnaz Akhter besides other senior officers were also present on the occasion.

DG IMPARD, while interacting with the PRI members, highlighted the government initiatives towards establishing a transparent, efficient and responsive governance. He said officers have been deputed to panchayts in order to conduct an appraisal of development works at grassroots level besides strengthening rapport among the public and the administration.

Pathak elaborately explained about the government schemes and programmes tailored for socio-economic empowerment of people of the UT with emphasis on rural parts. He asked the people to optimally utilize the e-services being extended by different departments to make their lives better. He also had detailed discussion with the locals and PRI members on several important issues concerning development of their respective areas.

On the first day of his visit to Badhori, Bipul Pathak interacted with locals, Sarpanch, panchs DDC members and BDC members and had a detailed review regarding implementation status of various schemes at grassroot level.

DG laid emphasis on ensuring 100% saturation of government schemes with special focus on self employment, Swaccha Bharat Abhiyan, Ayushman Bharat Golden Card Registration, digital services etcetera.

On the occasion, Bipul Pathak also took pledge on National Unity Day as well as vigilance week awareness campaign along with all the members of panchayat

Later, DG and other prominent persons kick started kabbadi games as part of promoting Nasha Mukt Bharat Abhiyan.

Jammu: Secretary, General Administrative Department (GAD), Dr Piyush Singla, today visited Mathwar panchayat of Jammu district as part of ongoing ‘Back to Village’ phase IV programme.

Pertinently, ‘Back to Village’ Phase IV is a unique initiative launched by the Jammu and Kashmir government for reaching out to the people at grassroots level creating an earnest desire for a decent standard of living among the rural masses. The programme is aimed at to involve the people of the UT and government officials in a joint effort to deliver the mission of equitable development. The prime objective of this programme is to strengthen Panchayats through outreach, transparency and prompt service delivery with focus on youth skills, self-employment, good governance and Panchayati Raj along with Nasha Mukt and Rozgar Yukt J&K.

Dr Singla held a panchayat level meeting with PRI members and the officers and field functionaries of various line departments.

During the meeting, the local people put forth their demands and issues urging for an early redressal of the same.

Secretary issued on spot instructions to the concerned departments for speedy redressal of the projected issues on priority. He emphasized the need of strong coordination among the government departments and local PRI members for enhanced grievance redressal and implementation of development works on ground.

On the occasion, Secretary also inspected the stalls being installed by different departments and enquired about the progress achieved under various schemes by the line departments with respect to set saturation targets.

On the second day of his visit to the panchayat, Dr Singla inspected the facilities at Health Sub Centre Mathwar, Government High School Mathwar, Anganwari Centres and Middle School Kalyar.

Secretary also administered the integrity pledge on the occasion of Vigilance Awareness week 2022.

He also inspected the works taken up by the Rural Development Department in the Panchayat including community hall construction and works under Back to Village phase III besides assessing works being done under Jal Shakti department.

Dr Singla also inaugurated 63 KVA transformer in the panchayat.

Later, Secretary visited Middle School Mawa and Niyawat Mathwar and inspected the facilities being provided by the Revenue Department.

He directed the concerned officers to expedite the pace of ongoing development works in the area and take up sanctioned new works at the earliest for overall development of the panchayat. He assured the PRI members and the locals that regular monitoring of development works will be ensured at all levels in the panchayat.

Doda: The round 2 of the fourth phase of the ambitious Back to Village Program concluded today in District Doda at high note. As many as 81 officers including some secretariat level officers stayed for two days and one night at their allotted villages.

The whole B2V4 programme in Doda is being personally monitored and supervised by the District Development Commissioner, Vishesh Paul Mahajan.

The officers visited different Government establishments/ offices and reviewed their performance. The officers also reviewed the progress under the government schemes and developmental deliverables specified by the UT administration.

They also assessed the saturation of ADHAAR Card, Golden Health Cards, E-SHRAM card, KCC, Domicile, distribution of Land Pass books, and Old age/ Widow/ Handicapped pension.

Cultural programmes, pledge on Nasha Mukt Bharat Abhiyan and Swach Gaon Sundar Gaon, pledge on Ekta Diwas, Sports activities, especially indigenous rural games, and other activities gave a festive look to the day-long programme under B2V4. The Visiting officers also educated the public of cyber security and cyber frauds.

The visiting officers conducted the special audit of MGNREGA, PMAY, IHHL, CSCs, Amrit Sarovars and other schemes. They also held Mahila Sabhas and Bal Sabhas and interacted with the participants.

The officers also inaugurated/ dedicated to the public newly created rural assets and infrastructure. They talked of self employment schemes sponsored by various government organisations/ departments and distributed Sanctioned letters to the beneficiaries under PMEGP and other such schemes.

Besides, during the 2nd day, Land passbooks were distributed among land holders, Golden Health Cards, Domicile certificates and E- Shram cards were also distributed among beneficiaries.

Poonch: The 2nd round of the fourth edition of the ambitious “Back to Village programme” took off across 75 Panchayats in Poonch district, today.

The visiting officers chaired a series of meetings in which several issues related to the concerned Panchayats were discussed in detail.

The visiting officers inspected ongoing developmental works, government schools, PMAY Houses, Anganwari centres etc. They listened to the grievances projected during the meetings and documented the same and assured that all the demands and issues shall be redressed in a phased manner.

Inauguration of Handpump by visiting officer at panchayat Gohlad Mustafa nagar,  Inauguration of different roads, Issuance of Land pass books to the beneficiaries, Sports kits, Conduct of Plantation drive in different Panchayats, Mahila Sabha and sports activities were also held during the day. The officers handed over the keys of the newly constructed houses under PMAY to the beneficiaries.

The visiting officers made the masses aware of a number of Government schemes and asked them to come forward and reap the benefits of the same.
