Deliverables be saturated with Mass Public participation in B2V4: Dr Sehrish

Baramullah, Oct 27 : In connection with Phase 4th of Back to Village programme commencing in the district from tomorrow, the Deputy Commissioner (DC) Baramulla, Dr Syed Sehrish Asgar today chaired a meeting with media persons of the district at Dak Bungalow, here.

While conversing with the media persons, Dr Sehrish said that the media is a significant pillar of democracy for deliverance of transparent and accountable governance to the people and added that the District Administration will always be available for coordination with the people who are engaged directly or indirectly in promoting development and wellbeing of the society.

She asked the media persons to act as a bridge between the public and the government by highlighting the issues of the public so that the government can act swiftly to provide relief to the people especially in the upcoming Back to Village programme.

The DC stressed upon the media persons to work with added zeal in disseminating awareness among the people in the Back to Village programme meant to hear the issues and grievances of the people at their doorsteps. She asserted for the media to adopt a coordinated approach for holistic coverage of the Back to Village programme.

Meanwhile, District Information Officer, Jahangeer Akhoon informed the chair that Back to Village Programme will be given a highlighted coverage across the various platforms of media. He further briefed the chair that an action plan for holistic coverage has already been devised to highlight all the phases of B2V4.

DC Kulgam reviews arrangements for B2V4

The Deputy Commissioner (DC) Kulgam, Dr. Bilal Mohi-Ud-Din Bhat today chaired a meeting of officers at the mini-secretariat here and reviewed arrangements put in place for Back to Village, phase 4.

During the meeting, the DC impressed upon the officers to work in close coordination and ensure elaborated arrangements are in place at all levels to conduct the 4th phase of Back to Village smoothly.

It was also informed that under the 4th phase of Back to Village programme all panchayats will be covered in 3 phases in these days.

It is pertinent to mention that a training session was also conducted for today for the Visiting Officers who are scheduled to visit Panchayats in 1st phase from tomorrow and 57 panchayats will be covered under Phase 1.

The meeting was attended by CPO, ACR, ACD, DPO and Executive Engineers from PDD and PHE besides CMO, CEO BDOs, Tehsildars and other officers.

B2V-4: Training imparted to visiting Officers at Anantnag

Training to the Visiting Officers deployed for phase 4th of Back to Village programme was completed today at Dak Bungalow, Anantnag.

On the occasion, Deputy Commissioner (DC) Anantnag, Dr Basharat Qayoom interacted with the visiting officers and asked them to ensure that various activities are held in the allotted Panchayats in letter and spirit.

He also directed the Nodal Officer to ensure that all arrangements are in place for successful implementation of the programme.

The training was imparted by master trainers including ACR Anantnag, Dy. Director Statistics and Evaluation, BDO HQ and others.

During the training, the Visiting Officers were given detailed directions about the schedule to be followed during the two day programme. They were informed that feedback must be solicited from the local population regarding the implementation of the works identified in the previous back to village programs.

They were also directed to identify gap areas in development and in consultation with officers from various departments identify the schemes through which such gaps can be filled. There was deliberation on extensive engagement of youth in the program.

The Visiting Officers were given a brief description of the self-employment schemes in vogue so that youth can be motivated to engage in sustainable livelihood ventures.

Queries raised by visiting officers regarding various activities were satisfactorily addressed during the programme. They were familiarized with the various booklets that are to be filled during the programme and to examine the booklets from previous back to village programs as well as the action taken reports on the demands recorded by the people.

It is in place to mention that the fourth phase of the back to village program will kick off from the 28th of October in three phases. The programme will be held in 97 panchayats in the first phase. All the visiting officers deployed in the first phase attended the training.

B2V-4: Training/ Orientation program for District/ Sectoral officers held at Pulwama

In order to ensure smooth conduct of Phase-4th of Back to Village programme, training cum orientation programme for sensitization of district and sectoral officers of line departments was organized today at Auditorium of GDC Pulwama.

The programme was organised under the supervision of District Development Commissioner (DDC) Pulwama, Baseer Ul Haq Choudhary and was coordinated by the Department of Rural Development and Panchayati Raj.

Assistant Commissioner Development, Assistant Commissioner Panchayat besides District /Nodal officers attended the programme.

On the occasion, the Resource Person/ Master trainer highlighted the aim and objectives of the programme besides enlightening the officers about the key deliverables of respective departments.

He said that under this programme every Panchayat shall be assessed by Gazetted Officers and each officer shall spend 2 days and one night in the allotted Panchayats.

Speaking on the occasion, ACD stressed upon the officers to work with sincerity and dedication to make the Back to Village programme a grand success by keeping the main focus on issues of public importance.

He further exhorted upon the RDD functionaries to co-ordinate and synchronize the activities of different line departments for greater impact on the ground level.

Similar orientation cum training programmes were also conducted in sub-division Tral and Awantipora.

Training Programme on B2V-4 conducted at Shopian

Visiting officers to tour 32 Gram Panchayats in Phase Ist, on 28 & 29 Oct

In order to ensure smooth conduct of phase 4th of Back to Village programme (B2V-4), the District Administration today conducted a training cum orientation programme here for sensitization of the Visiting Officers of various departments.

The training programme was organised under the supervision of District Development Commissioner Shopian, Sachin Kumar Vaishya and was coordinated by the Department of Rural Development and Panchayati Raj, Shopian.

Deployment of 32 officers has been made by the administration who during the 2 day stay/ outreach shall visit an equal number of Panchayats and listen to the people at their doorsteps.

On the occasion, the designated Master Trainers highlighted the aim and objectives of the programme besides enlightening the Visiting Officers about the key parameters on the effective conduct of the ambitious Outreach Programme of the UT Government.

The training was imparted by Masters Trainers including BDO Chitragam, Jahid Azad; AD, Planning, Touseef Ahmed and Gh. Hasan, ADP, DSEO office.

On the occasion, speakers stressed upon the officers to work with sincerity and dedication to make “Back to Village programme” a grand success by keeping the main focus on issues of public importance.

Joint Director Planning, Khurshid Ahmad while speaking on the occasion, emphasized upon department heads to make Nodal Teams for better coordination among themselves and for facilitating the optimal results of the programme and impact on the ground level.

B2V4: Kupwara Administration imparts training to 129 visiting Officers at Town Hall

On the directions of Deputy Commissioner Kupwara, Doifode Sagar Dattatray, a daylong training programme was today conducted at Town Hall Kupwara under the chairmanship of ADDC Kupwara, Altaf Ahmad Khan.

Addressing the function, the ADDC said that Back to Village Phase 4th, commonly known as B2V4, is an ambitious programme of the present Government which will provide a strong data base for Gram Panchayat Development Plan (GPDP) being prepared for sustainable development of the district.

He said the Government has appointed Gazetted Officers as visiting Officers to each Panchayat who will stay 2 days and one night in each Gram Panchayat. He said Gram Panchayats will convene Gram Sabhas with the involvement of Senior citizens while as Panchayat Secretaries will assist the programme.

The ADDC said that B2V4 will be conducted in 3 phases, which include first phase on October 29 and 30; Second phase on October 31 and November 01 and third phase on November 02 and 03.

He said as many as 129 visiting Officers were given necessary training  today for phase first,  while 128 Officers each shall be given training in next 2 days for second and third phase.

Earlier the Joint Director Planning, Abdul Majid; ACD , Hilal Ahmad Mir, AD Planning Mohammad Maqbool and Xen LBDDA, Farooq Ahmad spoke on the occasion and imparted necessary training to the visiting officers.

Distt Admin B’pora organizes Training/ Orientation program on B2V4 for VOs

In order to ensure smooth conduct of phase 4th of Back to Village programme, an orientation programme for sensitization of designated Visiting Officers (VOs) of different departments was organized today at the conference Hall of Mini Secretariat, here.

The programme was organised under the supervision of District Development Commissioner Bandipora, Dr Owais Ahmad and was coordinated by the Department of Rural Development and Panchayati Raj.

Additional District Development Commissioner Bandipora Ali Afsar Khan, JDP Imtiyaz Ahmad, Assistant Commissioner Development Abdul Rashid Das, Nodal Officer/Master Trainers, besides Visiting Officers attended the programme.

On the occasion, Master trainers highlighted the aims and objectives of the programme besides enlightening the officers about the modus operandi of the Ambitious Outreach programme.

Master trainers said on the occasion that under this programme, every Panchayat shall be visited by Gazetted officers and each officer shall spend 2 days with night stay in the allotted Panchayat.

Proper Training through PPT mode was imparted to the trainees regarding the duties and responsibilities of the visiting officers and the supporting staff.

Speaking on the occasion, DDC said that the objective of the B2V4 programme is to energize panchayats, collect feedback on the delivery of government programmes, capturing specific economic potential and undertaking assessment of village level demands besides offering an opportunity to visiting officers to enrich themselves with the field knowledge.

He stressed upon the officers to work with zeal and zest to make “Back to Village programme” a success by keeping the main focus on issues of public importance.

Dr. Owais further exhorted upon the RDD functionaries to coordinate between different line departments for greater impact on the ground level.

Officers should listen to public issues with utmost patience and project public demands to the Administration in consultation with the PRIs, he added.
