JKADCSA (Ministerial Federation) bids farewell to Saurabh Bhagat Director General IMPARD

Srinagar, Aug 23 :JKADCSA (Ministerial Federation) bids farewell to Director General IMPARD Saurabh Bhagat, (IAS) and expresses gratitude for creating history, in clearing entire backlog of SATC training, complied during last more than seventy years.


JKADCSA (Ministerial Federation) led by President Jeelani Naik, bids warm farewell to Saurabh Bhagat, IAS, the outgoing Director General IMPARD who has been posted as Commissioner/Secretary to Government Science and Technology Department. The federation expresses special thanks and gratitude for his marvellous efforts to clear the entire backlog compiled during last seventy years. Calling Saurabh Bhagat an excellent and committed officer, all the leadership complimented the outgoing Director General IMPARD for his hard work and dedication as his all postings have remained passionate and exemplary.

While giving instances about inadequate intake capacity of Secretariat Assistant Training, President JKADCSA (Ministerial Federation) said that during last seventy years, with effect from 1961 to 2018, out of 20301 cadre members, only 2384 Senior Assistant/Junior Assistants had undergone the SAC Training and remaining more than 18000 cadre members faced cruel stagnation and retired without attaining the opportunity, but the officer having the courage to take the challenges, activated the whole machinery of apex Institute of the Union territory and expanded intake capacity of SAC training from 240 slots to 1300 slots for each batch and cleared entire backlog at Senior Assistant Level and now only 10% backlog at Junior Assistant level is pending, which will be cleared within next two batches. The officer has created history, as it was not an easy task to clear the backlog within a year and so, which had compiled during last seventy years.


JKADCSA (Ministerial Federation) also extends special thanks to Worthy Chief Secretary, Worthy Principal Secretary, GAD and all other officers for showing great concern towards redressal of this issue.
JKADCSA (Ministerial Federation) gave best wishes to Respected Baghat Sahib for his next assignment and believes, the officer will maintain such unique way of work and would be the best ambassador of the People of Jammu and Kashmir in general and employees of the UT in particular.
