DG IMPARD chairs valedictory function of 2 month Secretariat Assistant Training Course

Srinagar, April 26: Director General, J&K Institute of Management, Public Administration and Rural Development (IMPARD), Saurabh Bhagat, presided over valedictory function of two month Secretariat Assistant Training Course for Senior and Junior Assistants here today.

The training course, which was launched on February 24, was attended by 37 Senior Assistants and 451 Junior Assistants.

In his valedictory address, Director General informed the trainee participants that the content of the Secretariat Assistant Training course is determined by syllabus prescribed by J&K PSC to prepare cutting edge level functionaries of government to take departmental examination which is necessary for their promotion. It will also be crucial for their capacity building so as to deal with various issues and cases more efficiently.

Director General stressed that the best way to impart training is to provide opportunity to trainee participants to interact with one another and update their learning aptitude.

He also highlighted the fact that since the J&K reorganisation Act, 2019, many laws have changed and therefore, training requirements have also changed which has entailed fresh approach to training requirements of candidates at IMPARD.

He informed the participants that LG has applauded the efforts of J&K IMPARD in the field of training of UT functionaries. “LG has appreciated that while 200 to 300 frontline functionaries received Secretariat Training at IMPARD every year, this year (2021-22) as many as 4000 frontline functionaries have been trained. Similarly, 120 JKAS officers have been imparted Mid-Career Training at Mussorie and more would be trained in coming days”, he added.

Director General said that frontline functionaries like the Senior Assistants and Junior Assistants constitute the public interface of the government. If frontline functionaries perform their duties in a time bound and transparent manner, it will be taken as an evident of good governance. Therefore, capacity building of frontline functionaries becomes very important. So, it is in this backdrop that IMPARD established a well-equipped Secretariat Training Institute to organise Secretariat Assistant Training Courses regularly to achieve its target of training all the frontline functionaries of J&K.

Director General also said that the purpose of Secretariat Assistant Training Course is not only training the frontline functionaries but also making them good human beings.

The trainee participants also interacted with the IAS officers who are on Bharat Darshan to J&K

Later, DG distributed certificates among the trainee participants.
