Comm Sec RDD visits Ganderbal, reviews progress of works taken up under UT/District Capex Budget under RDD sector, other schemes

Stresses for early formulation of plan for 2022-2023

Ganderbal, Mar 16: Commissioner Secretary, Rural Development Department, Mandeep Kaur today visited district Ganderbal and convened a high level joint meeting of officers and PRIs to review the progress of works taken up under the UT/District Capex Budget (DDC, BDC & PRI Grants) besides status of various flagship schemes including MGNREGA, PMAY-G, UMEED and 14th FCA was reviewed in detail.

Chairperson DDC Ganderbal, Nuzhat Ishfaq Vice Chairperson DDC, Bilal Ahmad; Deputy Commissioner (DC) Ganderbal, Krittika Jyotsna; Director RDD Kashmir, Director Finance, RDD&PR, Director Social Audit, ADDC Ganderbal, ACD Ganderbal, CPO, besides, DDC Members, BDC Chairpersons, District and Sectoral Officers attended the meeting.

At the outset, the ACD Ganderbal presented the District wise/Panchayat wise status of works taken up under various schemes of RDD through a power point presentation and appraised the Commissioner Secretary about various targets achievements, ongoing works, pendency and other issues in the District.

The Commissioner Secretary took a comprehensive review of the progress on various schemes initiated in the Districts under rural development sector including Pradhan Mantri Awas Yojana (PMAY), MGNREGA, payments of wages, 14th FC, Human Resource, SBM-G, NRLM, Panchayat Ghar status, RGSA and other schemes.

 

While, reviewing MGNREGA material liability for the year 2016-17 and 2017-18, the DC informed the Commissioner Secretary that verification committee is constituted and had already submitted the report to the Director Rural Development Department, Kashmir, where from the report has been reverted back for specific recommendations along with technical certificates.

Regarding Panchayat Ghar status in the district, the Commissioner Secretary was informed that 92 Panchayat Ghars are available out of 126 Panchayats of the district for which she directed the DC that land shall be identified in other panchayats at an earliest so that Panchayat Ghar are also constructed in these panchayat in a time bound manner. She also asked the DC to take review regarding the facilities in these panchayat Ghars including furniture, water, electricity, Internet and other required facilities and submit the report adding all panchayats will be connected to Internet facility as most of the programs like LG Mulakat/meetings are conducted virtually and to facilitate the PRIs to participate in such programs in their offices.

Regarding PMAY(G) SECC, the ACD informed the Commissioner Secretary that approved target was 279 for the year 2021-22 which is 100 percent achieved and under PMAY-G-non SECC Rs 276.5 lakh is expenditure till date out of Rs 480 lakh available funds for the district. Similarly, under SBM (G) Rs 95.35 lakh expenditure is achieved against Rs 127.05 lakh funds available.

 

The Commissioner Secretary complemented the district administrations for achieving the targets in various schemes and emphasized that endeavor must be to achieve targets in full and urged all the officers of RDD to work with added zeal and dedication so that all taken up works are physically and financially completed in current fiscal with no spillovers into next Financial Year.

 

Meanwhile, the DDC Chairperson, DDC Members and BDCs apprised the Commissioner Secretary about several issues including dearth of staff in RDD, material supply issue and other issues hampering the progress of works.

Replying the issues raised, the Commissioner Secretary reiterated that Government is committed to empower the elected representatives and in this regard capacity building programmes/trainings and exposure tours to outside UT would be conducted so that they could acquaint themselves with the functioning of schemes at the grassroot level.

She urged them to work to the satisfaction of the people and encourage the people to take benefits of welfare schemes that are meant to improve their socio-economic conditions. Commissioner Secretary also stressed for early formulation of the plans for 2022-2023 financial year involving general public and stressed for taking only such works which have greater visibility on the ground.

DDC Chairperson informed that the Commissioner Secretary that the Council has scheduled meeting on 18th this month and assured that the plan for 2022-2023 will be submitted at an earliest.

Earlier, the Commissioner Secretary inspected the stalls installed by various entrepreneurs under NRLM in the lawns of Mini Secretariat Ganderbal.
