Hirdesh Kumar reviews development works at Doda; Asks for completion by end of this fiscal

Doda, Feb 11: Chief Electoral Officer, Jammu and Kashmir and Commissioner Secretary, Transport, Hirdesh Kumar, who is also Incharge Administrative Secretary for Doda, today reviewed status of development works besides assessing implementation of directions of previous meeting.

Hirdesh appreciated concerned authorities for encouraging results achieved under District Good Governance Index, so far, and asked the departments to continue working with same motivation and devotion towards overall development of the district.

He directed the concerned departments to submit details of works targeted to be completed during this financial year and the next year as well so that these are monitored accordingly for timely completion.

Regarding 14 FC liabilities, Commissioner Secretary asked the ACD to submit list of works against which there is any liability besides number of incomplete works due to lack of funds. He further asked him to raise percentage in timely payment indicator and take disciplinary actions against the non performing officials.

He asked the PDD authorities to submit the list of households going to be covered under the ongoing schemes and schemes to be completed this year besides giving number of hamlets not covered under any DPR.

Regarding construction of Regional Driving training cum Fitness Institute, Commissioner Secretary asked for identification of a suitable land for establishment of the facility.

He also directed the concerned departments to submit proposal under road safety measures so that funds shall be made available for the safety and security of people of the district. He asked ARTO to cancel the permits of all those vehicles which are not fit to ply in these hilly roads.

Commissioner Secretary asked the Deputy Commissioner, Vikas Sharma, to formulate projects under the district level initiative of “Mentor under Mission Youth” and  Self employment generation schemes. He directed the CMO to submit the figures of claims raised and disbursed under Ayushman Bharat till date.

During the meeting, Deputy Commissioner apprised of progress on implementation of previous meeting’s directions department wise including the action taken by all the concerned departments. He also informed about other achievements and issues that needs immediate attention.

Regarding Area Development Plan, DC apprised that around 1807 works have been tendered till date, of which, 90 percent works are targeted be completed by the end of March this year while rest would be completed under the next plan.

Hirdesh Kumar, while taking stock of works on GMC Doda, directed PHE and PWD to carry out all their respective works on war footing for speedy completion.

Explaining about the status of RDD sector, DC apprised that the district has witnessed a quantitative jump from 49 percent in the last year to 78 percent in timely payment indicator. He informed that action is being initiated against defaulters besides highlighting the material payment liability of three years.

DC informed that regarding verification of pending material payment liability works, he has constituted fresh Committees at block level and set deadline of 15 days for complete verification process.

He apprised that around 8 thousand PMAY houses have been completed and rest shall be completed by the end of this financial year.

Regarding PMGSY, it was informed that out of 180 schemes 101 have been completed.

DC further apprised the Commissioner Secretary of several issues hampering timely execution of development works including re-organisation of engineering divisions, filling of critical vacancies, opening of new bank branches, extension of mobile network connectivity to uncovered areas, road connectivity to major tourist places.

The meeting was attended by Principal GMC Doda, SSP Doda, CPO Doda, SE PWD, SE Hydraulics, SE JPDCL, SDM Assar, ACD Doda, DIO Doda, ARTO Doda, besides other officers of various departments.
