Over 1 lakh names dropped from final draft NRC in Assam

Guwahati,:  Names of over one lakh people whose names had been included
in the draft National Register of Citizens (NRC) for Assam, published in July last year,
have been dropped from the list as they were subsequently found ineligible.
“As per provisions contained in Clause 5 of the Schedule of The Citizenship (Registration
of Citizens and Issue of National Identity Cards) Rules, 2003, an Additional Draft Exclusion
List consisting of 1,02,462 persons has been published today,” a statement from the NRC
state coordinator said here.
The persons whose names appear in the Additional Draft Exclusions List are those
persons whose names were included in the Draft NRC published on July 30, 2018, but
have been subsequently found ineligible due to the various reasons.
Names of persons who were found to be DF (Declared Foreigner) or DV (Doubtful Voter)
or PFT (persons with cases Pending at Foreigners Tribunals) or their descendants, as
applicable, discovered after publication of Draft NRC appear in the Additional Draft
Exclusions List.
Also, persons who were found to be ineligible while appearing as witness in hearings
held for disposal of Claims & Objections, and those who were found to be ineligible
during the process of verification carried out by the Local Registrars of Citizens
Registration (LRCRs) under provisions of Clause 4(3), after publication of Complete
Draft NRC on July 30, 2018, figure in the Additional Draft Exclusions List.
The Additional Draft Exclusion List does not contain the results of claimants and
objectees appearing for hearings held for disposal of Claims and Objections during
the period February 15, 2019, to June 26, 2019.
The results of those hearings will be published only in the Final NRC to be published
on July 31 next, the statement added.
The hard copies of the Additional Draft Exclusion List will be available for public view
at NRC Seva Kendras (NSK), offices of the Deputy Commissioner/ SDO (Civil)/ Circle
Officer during office hours.
Particulars of the Additional Draft Exclusion List can also be viewed online in the NRC
website www.nrcassam.nic.in.
Those persons who have been excluded will also be informed individually through
Letters of Information (LOI) to be delivered at their residential addresses along with
the reason of exclusion.
Such persons will have the opportunity to file their Claims which will be disposed
through a hearing by a Disposing Officer.
The hearings will start from July 5 onwards.
All such Claims will be disposed thereafter and results of such persons will be
declared in the Final NRC.
While the first draft of NRC was released on midnight of December 31, 2017, with
names of 1.90 crore applicants included in it, the final draft of NRC was published
on July 30, 2018.
Out of total 3,29,91,384 applicants, names of 2,89,84,677 have been included in
the final draft NRC, where names of 40,07,707 applicants have been left out of the
final draft.
The process of updating the NRC for Assam, with midnight of March 24, 1971, as
cut off, had started in 2013, under the supervision of the Supreme Court, at a cost
of Rs 1220 crore.
The process of receipt of NRC application forms started during end of May 2015
and ended on August 31, 2015.
